I sent a Save the Date and a few people replied their regretes, do I still send them a formal invite?
No there is no need as you already sent the pre-invite and they have RSVP'ed and that is the reason to do the pre-invites to save money on the formal expensive invites.

A Save The Date email is merely a heads-up and requires no reply.
